Mother Bullying Her Own Daughter

A mother has 3 kids, 2 boys and 1 girl, the girl is 14. One boy is 8, the other boy is 12. The mother calls her daughter stupid, and a idiot and then goes on about how great the 12 year old is.

The mother, on the next day doesn't feed the daughter, but feeds the boys. The mother says "go make it yourself, and don't burn down the house like a stupid person would."

I am the daughter's friend, and she told me this. Should this be reported to the police? Also, the mother would be really nice to the boys, as if they we gods and the daughter like she was born in hell, she was demon to them.

I thought this could be reported to police for harassing/ bullying or starving... when the daughter didn't know how to cook, she would in secret bring stuff in her room and eat.

The father was nice to her and would secretly bring up breakfast earlier than anyone would wake up, give her some leftovers from dinner, and would bring up dinner to her room.
